What’s Included in a Complete Set of Construction Documents?

Most people don’t find out what a complete plan set contains until they’re standing in a half-framed house, watching a builder make a decision that should have been on a drawing. The question feels academic right up until the moment it’s expensive. This article exists so you can answer it before that moment, while you’re still evaluating who to hire and what they’re actually selling you.

A complete set of construction documents — the industry shorthand is “CDs” — is the full package of drawings and schedules a builder needs to price your house accurately and build it without guessing. It is the entire coordinated set, where every sheet agrees with every other sheet, and where the decisions that would otherwise get made in the field have already been made on paper. Here is what’s in one, sheet by sheet, and what each one does for you.

Every sheet in the set, from cover page to plumbing

Cover sheet and general notes. The front page of the set. It lists every sheet in the package, the project’s code basis, general construction notes, and the basic project data. It sounds like a formality, and it’s the first thing a plan reviewer checks to confirm the set is complete. A set without a proper index is a set nobody has accounted for.

Site plan. Places the house on your actual lot — setbacks, orientation, grade, driveway, utilities, drainage. This is the sheet that ties a generic design to your specific piece of ground, and it’s the one stock plans almost never include because they were drawn for no particular lot at all.

Foundation plan. The footings, slab or crawl details, and how the structure meets the ground. It carries the loads from everything above into the soil, and it has to match both the framing plan above it and the soil conditions below it.

Floor plans. One sheet per level, showing every wall, door, window, and fixture in plan view with dimensions. This is the drawing most people picture when they think “house plan,” and it’s also the one that, on its own, leaves the most unsaid. A floor plan tells a builder where the walls go. It doesn’t tell them how the walls are built, how high the windows sit, or what the kitchen looks like in three dimensions. The other sheets do that.

Reflected ceiling plans. A view looking down at the ceilings, showing ceiling heights, tray and coffered details, beams, and the layout of ceiling-mounted lighting. Without it, ceiling treatments and light placement get improvised, and improvised ceilings are where a lot of “that’s not what I pictured” lives.

Electrical and lighting plans. Every switch, outlet, fixture, and circuit, located on purpose. The difference between a home that’s lit well and a home lit by wherever the electrician happened to run wire is a plan that someone designed deliberately.

Exterior elevations. All four sides of the house drawn in elevation — front, rear, and both sides. The rear elevation is where thin sets fall apart, because it’s the one nobody bothered to resolve. Drawing all four is how you avoid a back of the house that looks like a cheaper, different building.

Building sections. Vertical cuts through the whole house showing how the floors, walls, and roof stack and relate. Sections are how a builder understands the three-dimensional logic of the house — what’s happening between the floor plan and the roof.

Wall sections. Detailed cuts through specific wall types, from footing to roof, showing the actual assembly: framing, sheathing, insulation, air and water barriers, cladding, trim. This is the sheet that tells a builder exactly how to build the wall instead of defaulting to whatever they built last time.

Schedules. The tables that specify the parts: door schedule, window schedule, finish schedule, fixture schedule, lighting schedule. Each one says exactly what goes where, in what size and type. Schedules are unglamorous and they are most of what keeps substitutions from happening in the field, because the builder isn’t guessing which window goes in which opening.

Structural sheets. The engineer’s stamped drawings — beam sizes, connections, shear walls, load paths — calculated for your house and stamped for the state you’re building in. This is the layer that makes the set permittable, and the layer most likely to be missing or invalid when a set is assembled piecemeal.

Mechanical and plumbing layouts. Where the HVAC equipment, ductwork, supply and waste lines, and registers go, coordinated with the architecture so the duct doesn’t run through the vaulted ceiling and the plumbing wall is actually thick enough to hold the pipes.

A complete set is all of these, drawn to agree with one another. Any one sheet is just a drawing; the coordinated set is a buildable house.

What each missing sheet costs you downstream

A short set doesn’t announce what it’s missing. The gaps surface during construction, one at a time, as questions the builder can’t answer from the drawings.

Without wall sections, the builder guesses the assembly — picks an insulation approach, a flashing detail, a trim method — and you live with whatever they chose, or pay to redo it. No schedules, and substitutions happen in the field: the supplier is out of the specified window, the builder swaps in the closest thing, and nobody catches it until it’s installed. Without a coordinated MEP layout, the subcontractors design as they go, which is how a soffit ends up dropped through the ten-foot ceiling you paid extra to raise. Each of these starts as a small ambiguity on paper and ends as a change order, a delay, or a compromise you didn’t choose.

Why we draw the MEP in-house

The mechanical, electrical, plumbing, and lighting layers are the ones most often missing from a cheap plan, and they’re the ones we produce in-house rather than subcontracting. That’s deliberate. When the systems are drawn under the same roof as the architecture, by people looking at the same floor plan, they’re coordinated with the design from the start instead of bolted on by a trade who never saw the drawings until the framing was up. It’s part of what the all-in $8 per square foot covers, and it’s a large part of why a coordinated set produces fewer field surprises than an assembled one. When the same firm draws the architecture and the systems, the coordination happens continuously, as a matter of course, rather than at a single tense handoff between parties who each assume the other caught the conflict.

What a complete set is not

People use a handful of terms loosely, and the looseness is where confusion and overcharging hide. Three things get confused with a complete construction set.

Renderings are not construction documents. A photorealistic image of your future home is a sales tool and a design-confirmation tool, and it has real value for deciding whether you like the look. But you cannot build from a rendering. It contains none of the dimensions, assemblies, schedules, or engineering a builder needs. A source that leads with renderings and is vague about the rest is selling you the easy, attractive layer and staying quiet about the hard one.

A permit set is not always a full construction set, either. Some jurisdictions will issue a permit on a thinner package than what a builder actually needs to build well. Clearing the permit means the drawings satisfied the building department’s minimum; it does not mean the set answers every question that will come up in the field. A plan can be permittable and still thin enough to generate a stack of change orders, because the building department and your builder are checking for different things.

Shop drawings and submittals are a separate layer produced later, during construction, by fabricators and suppliers — the cabinet shop’s drawings, the truss manufacturer’s layout. They’re downstream of the construction documents and depend on them. They are not part of the design set you’re evaluating when you hire, and a complete set is what makes them possible to produce correctly.

The distinction that matters across all of these: the construction document set is the one you build from, and its completeness determines how smooth the build is. Everything else is either upstream of it, like renderings and design concepts, or downstream of it, like shop drawings and submittals.

How to use this list when you’re vetting anyone

Turn this article into a tool. Whoever you’re considering — a stock-plan site, a draftsman, a generalist architect, us — ask to see the full set they deliver, not just the renderings. The renderings are the easy part. The schedules, the wall sections, the coordinated MEP layouts are the part that determines whether your builder prices confidently or pads the bid to cover unknowns. A source that shows you beautiful exteriors and goes quiet when you ask about wall sections and schedules is telling you something.

Why a complete set gets you a firm price

A complete set of construction documents is the difference between a builder who hands you a confident, firm price and one who hands you a low number that climbs through change orders once the gaps in the drawings surface. The sheets above are not optional extras; they are the document. When you understand what a full set contains, you can tell in about five minutes whether what you’re being sold is a buildable house or a pretty picture of one.
